Russia’s Federal Service for Veterinary and Phytosanitary Surveillance, known as Rosselkhoznadzor, has been subjected to a large-scale Distributed Denial-of-Service (DDoS) attack. The cyberattack disrupted the agency’s information systems, leading to significant delays in the shipment of goods across the Russian Federation.
The agency officially acknowledged the attack, confirming that it caused issues with the issuance of essential veterinary and phytosanitary certificates for food and agricultural products. The disruption also impacted interdepartmental electronic interaction systems, further complicating logistics.

The DDoS attack on Rosselkhoznadzor resulted in widespread operational challenges. The inability to process and issue the necessary certificates for shipments created a bottleneck in the national supply chain. In response to the incident, Rosselkhoznadzor stated that its IT specialists were actively working to restore the functionality of its systems and implement additional measures to strengthen its cyber defenses against the ongoing attack.

The Ukrainian hacktivist collective, the IT Army of Ukraine, has publicly claimed responsibility for orchestrating the cyberattack. The group made the announcement through a post on its official Telegram channel. This claim attributes the significant disruption of Russia’s food safety and shipment certification process to the actions of the pro-Ukrainian hacking group.
